You probably don’t need to spend as much as that for what you want it for

But working to budget I’d look at something like this, office will push price up a bit but you can offset by trading an old un in and have all your data transferred

A lot depends on how much you store on it, how big the programmes are you want to run on it and how long you want it for before

The more processors it has the faster it will run.

The more storage space it has the longer it will run quickly until updates and / or new programmes slow it down.

One thing to remember is that they keep making faster laptops / desktops with more memory, but then keeping making the software bigger, so the computers end up running no faster than the old ones.
